Former President Rodrigo Duterte revealed the alleged discrepancies in the General Appropriations Act (GAA) of 2025 and pointed out some missing allocations for certain agencies.
During the YouTube show hosted by Davao City Mayor Sebastian “Baste” Duterte, Basta Dabawenyo, the former President, together with Davao City Third District Representative Isidro Ungab, presented documents to show how some agencies in the agriculture sector were left blank.
The said agencies were the National Irrigation Administration (NIA) and the Philippine Coconut Authority (PCA).
“I noticed that there were many blanks, and these amounts reach billions of pesos,” Ungab said.
“In the Bicam report, the budget for the agricultural and fisheries modernization program was listed at P146,335,937,000. However, in the General Appropriations Act (GAA), it was reduced to P126,798,221,000. This discrepancy is alarming,” he added.
Duterte believed the budget was invalid because of the incomplete details and asked Congress to correct it as soon as possible.
“If it is fragmented or incomplete, that is not a valid budget for implementation as law. Congress should correct this, withdraw the budget, and demand an explanation for the blanks,” he stated.
He also said that some people behind the budget may be put behind bars for falsification.
“Perjury ‘yan or whatever, forgery, and it can only amount to one thing… Alam mo ano? It’s a criminal action,” said Duterte. “You can all go to jail for that,”
Duterte even said that if he was still the President, he would put them all behind bars.
“Mabigat ‘yan, public document na ‘yan,” he stated.
